It's a little of both. All the families are on one waiting list according to the order they submitted their paperwork. However, if there is a child that doesn't fit the parameters of the first 20 families (for example), then family #21 would get the call. Because we're so far down on the list, it will be a while before we make a big leap when there's a referral, simply because there are 83 other families with all sorts of preferences that are probably a duplicate of ours.
